Job Description

Associate General Counsel – Legal Leadership & Professional Regulation

The Ontario College of Pharmacists (OCP) is seeking an experienced Associate General Counsel to join its legal leadership team. Reporting to the General Counsel & Chief Privacy Officer, this senior role provides strategic legal advice across corporate and commercial law, regulatory matters, governance, privacy, policy and litigation.

The Associate General Counsel will also provide professional leadership and prosecutorial oversight for OCP’s legal conduct function, supporting fair, independent and consistent prosecution of professional discipline and accreditation proceedings. Working closely with the Manager, Legal Conduct, the successful candidate will guide complex and high-impact matters, oversee external counsel and establish standards for prosecutorial discretion, disclosure and litigation practice.

Key responsibilities include advising on statutory interpretation and professional regulation, drafting and negotiating commercial agreements, supporting Board and committee governance, managing litigation and judicial reviews, and contributing to enterprise legal risk management. The role also involves leading and developing legal professionals, managing budgets and resources, and maintaining strict conflict-management protocols and information barriers to protect prosecutorial independence and adjudicative separation.

Qualifications and Experience

  • JD or LL.B. and membership in good standing with the Law Society of Ontario.

  • 10+ years of progressively senior legal experience across corporate, commercial, regulatory and administrative law.

  • Significant litigation, prosecution or contested administrative tribunal experience.

  • Strong knowledge of professional discipline, administrative law, procedural fairness, disclosure obligations and statutory interpretation.

  • Experience leading legal teams, advising senior decision-makers and exercising independent prosecutorial or comparable discretion.

  • Exceptional legal judgment, advocacy, leadership, communication and conflict-management skills.

Experience in professional regulation, public-sector legal services, or proceedings under the Regulated Health Professions Act, 1991 and the Drug and Pharmacies Regulation Act is an asset.
